There are many ways to look at this question and we shall try to provide information that should suffice your quest on comparing ICINGA with its predecessor NAGIOS.
It would not be incorrect if we recommend NAGIOS over ICINGA for some simple plain reason. NAGIOS has a very long story, ICINGA is pretty much young.

Support & Training

NAGIOS training and support is widely offered by many companies including third parties.
ICINGA is backed by only most active companies in the community.

Modularity

NAGIOS is the only one providing tools to create extensions, along with a platform to share all Nagios projects.

Pricing

A NAGIOS Maintenance or Maintenance & Support Renewal license can range between $650 and $4,750.
ICINGA “Support Levels” can range between $5,000 and $50,000.

Features

NAGIOS provides most of the features by default, however, to add more services to it, it requires additional plugins which require little effort on the administrative end. Feature with ICINGA is limited if compared NAGIOS. Also, any additional plugins aren't easy to install.
